Resolution of the Cabinet of Ministers of the Republic of Azerbaijan regarding entry to Azerbaijan by air

According to Article 25 of the Law of the Republic of Azerbaijan "On Sanitary and Epidemiological Safety" and "Rules for taking quarantine-organization, prevention and other necessary measures when there is a threat of the formation or spread of infectious, parasitic and mass non-infectious diseases" approved by resolution No. 73-1 of the Cabinet of Ministers of the Republic of Azerbaijan dated February 28, 2020, the Cabinet of Ministers of the Republic of Azerbaijan decides: 

1. According to the resolution, from 06:00 on March 28, 2023:
   • entry to the Republic of Azerbaijan by air is allowed for all citizens of foreign states and citizens of other states permanently residing in these countries, as well as stateless persons;
   • The requirement for a COVID-19 passport (document confirming full vaccination against COVID-19 or immunity from COVID-19) is cancelled in the following cases:
     • during the entry of citizens of foreign countries and citizens of other countries permanently residing in those countries, as well as stateless persons into the Republic of Azerbaijan;
     • visiting a number of places (venues for events, sports, and health-rehabilitation facilities, large shopping centers, catering facilities, hotels, intercity (inter-district) transport routes, and other places for which such a requirement has been established)

2. In subsection 1.1.1 of resolution No. 336 (Legislative Collection of the Republic of Azerbaijan, 2020, No. 9, Articles 1209, 1231, No. 10, Articles 1274, 1275, 1278, 1283, 1298, 1314, 1315, No. 11, Articles 1387, 1394, No. 12 (Book V), Articles 1588, 1592, 1612; 2021, No. 1, Articles 92, 106, No. 3, Articles 267, 290, 291, No. 4, Article 403, No. 5, Article 530, No. 6 (Book IV), Articles 683, 692, No. 7, Articles 868, 882, No. 8, Article 974, No. 9, Article 1079, No. 10, Article 1191, No. 12, Articles 1514, 1524; 2022, No. 2, Article 176, No. 3, Article 258, No. 4, Article 417, No. 6, Article 673, No. 8, Article 1012, No. 10, Article 1225, No. 12, Article 1554; Resolution No. 65 of the Cabinet of Ministers of the Republic of Azerbaijan dated February 21, 2023) of the Cabinet of Ministers of the Republic of Azerbaijan dated September 12, 2020 "On additional measures related to the special quarantine regime", the words "and by air transport" should be replaced by the word "by transport".
3. Clauses 2.3, 2.5-1, 2.5-2, 2.5-2-1, 2.5-4-1, 2.5-6, 2.5-7, 2.5-9, 2.5-10, 2.5-12, 2.5-13 and subsections 2.5-3.1, 2.5-3.3, 2.5-3.8, 2.5-5.2, 2.5-5.3 of resolution No. 151 (Legislative Collection of the Republic of Azerbaijan, 2021, No. 5, Article 530, No. 6 (Book IV), Articles 668, 679, 683, No. 7, Articles 872, 890, 891, No. 8, Articles 957, 971, No. 9, Articles 1051, 1079, No. 10, Article 1182, No. 12, Articles 1514, 1533, 1543; 2022, No. 1, Articles 61, 80, No. 2, Article 164, No. 3, Article 258, No. 4, Articles 399, 417, No. 5, Articles 561, 573, No. 6, Article 673) of the Cabinet of Ministers of the Republic of Azerbaijan dated May 26, 2021 "On measures related to the extension of the period of the special quarantine regime and the removal of some restrictions" should be canceled.
4. Clause 1.3 of resolution No. 280 (Collection of Legislation of the Republic of Azerbaijan, 2021, No. 9, Article 1079) of the Cabinet of Ministers of the Republic of Azerbaijan dated September 24, 2021 "On additional measures to remove certain restrictions of the special quarantine regime" should be canceled.
